Dear Mr. Kieth Marks,
Today I got a call from my father that you are threatening to turn off my father's power to his house once again. This is the second time you have done this! My father is 78 years old and his Doctor said he is losing his short term memory due to his high blood sugar levels caused by emotional stress. I turned in a couple of neighbors to Mr. Sowards, for having unsafe houses. Richard Paul Eldridge has an early 1900's foundation that is not up to Napa building code; his address is 554 Monroe Street Napa. The other neighbor is Mr. Darrel Hanson; his address is 531 Monroe Street Napa. Their houses are unsafe as their foundation is not up to Napa building code!
Mr. Marks, why are you picking on my father's house when you the city of Napa building are to blame for giving the okay to pour the foundation without a 15 inch footing? And why is the power not being turned off at 554 Monroe and 531 Monroe for unsafe houses?
If you failed to do your job in a proper manner and fail to not red tag 554 Monroe and 531 Monroe for being unsafe, I will have to bring a lawsuit to the city of Napa for Discrimination, Elder Abuse punitive damages.

Betty Sue Calassa, was working for the Napa Superior Court House. She was in-charge of the restraining orders after hearing. She was conspiring with the Eldridge's by breaking the law for them! The above order after hearing was to expire 12/14/1996 and she change it to 1997!

Leroy Paul Eldridge, was not living at 554 Monroe Street Napa CA 94559. He said it took me three months to save money for the Restraining order number 67795. The house was vacant until December 21, 1993.
The Judge made the order 67795 after hearing to be MUTUAL! Leroy Paul Eldridge did not like the Judges decision so my theory is before he sent the order after hearing to the Napa Police Department and the Napa Sheriff's Department he erased the word Mutual to make it look like a one way restraining order. Leroy did not know about the Napa Court Minutes explained that the order 67795 is a Mutual order. So Leroy's plans were to conspire with the Napa Police Officers, Napa District Attorney's and neighbors to send my father to jail on false charges. The Napa Police filed Contempt charge on my father and the Napa District Attorney Raymond Shaw tried to prosecute him. It cost my father over $1,200.00 to have an attorney help with the contempt charge!
Leroy Paul Eldridge, Tara Jowitt and his friend Frank Marshall was present when the Judge granted the case number 67795 order after hearing Mutual.The Judge asked Mr. Eldridge how often do you see Mr. Garcia? Tara Jowitt replied CONSTANLY! Mr. Eldridge replied as little as possible!
When Leroy Paul Eldridge found out the Napa District Attorney had filed charge on Rudolph O. Garcia, he decided to file his own charges on my father Rudolph O. Garcia for numerous contempt on a Mutual Court Order 67795.
The Napa Police Department was aware that the restraining order 67795 was a Mutual order after hearing. My father went to the Police Department and gave them a copy of the Napa Court Minutes of case number 67795 is a Mutual order after hearing.
